DLUHC is responsible for business rates policy-making and publishes Business Rates Information Letters (BRIL’s) which give details of policy announcements.

Valuation Office Agency – Rating Lists
The VOA is an agency of HM Revenue and Customs and is responsible for setting Rateable Values for all non-domestic properties in England and Wales. The Rating Lists give details of rateable values of more than 1.75 million properties throughout England and Wales.

Scottish Assessors’ Association – Valuation Rolls
In Scotland, Rateable Values are set by the relevant Regional Assessor and published in the Valuation Roll. All the Valuation Rolls are accessible through the Scottish Assessors’ Association web portal. The Roll gives information about owners and occupiers as well as similar details to those contained in Rating Lists.

Northern Ireland – Valuation Lists
Rateable Values in Northern Ireland are set by the Land and Property Services Agency. LPS publishes lists of Rateable Values, through the website of the Department of Finance in Northern Ireland.

Valuation Tribunal for England
The VTE hears appeals in respect of valuation and other disputes relating to business rates. Their website gives details of appeals that are listed for hearing and of past Tribunal decisions. It also gives helpful advice on the procedures at a Tribunal hearing and on the Practice Statements you will need to observe when preparing a case for hearing.
